i'm not saying that the union going away is a downside.  i'm just saying that for union as an entity (separate from the teachers) they will not want to commit organizational suicide especially when they have enjoyed such a position of power in the state.  we see by sad experience that once people have power they don't let go (that's how Bob Bennet goes from promising to be a one term senator to--how many years has he been back there now?)</description>
